Slow down, Skippy. Before you can file for a fiancee visa you must meet her face to face. So, pack your bags and get ready for an overseas vacation.
If she's from the Philippines the answer is no, she will not qualify for a tourist visa to come here. You're going to have to go there.
After you've met, in person, you need to be able to establish that a real relationship exists. You'll need letters and the envelopes they came in, phone bills showing calls, pictures of the two of you together, plane tickets, etc...
When you're ready, you will file an I-129 and all the supporting documents. It will take about 6 months to process.

My fiance (American) and I (Canadian) were living in Taiwan when I inquired to the American Embassy about possibly applying for a fiance visa. The embassy worker then told me to get married in Taiwan, and then apply there in Taiwan for an immigrant visa.
We followed his advice and after our wedding in Taiwan I received my immigrant visa in 30 days. I was on a plane to New York a month after that and received my green card in the mail 30 days after my arrival in NY.
It was the best advice I have ever received. I would probably be still waiting for my green card if I got married in the US.
