No, Peter, I would not be angry. Most people, if an effort is made, can find a means of communication in the short term. If one is going to live in a foreign land, then it makes good common sense to attempt to learn the language of the land you are living in.

No, I wouldn't get angry. I'd feel sorry for a tourist who didn't speak English because too few Americans know a 2nd language. Many tourists go to countries where they don't speak the language. I wouldn't deny myself the pleasure of Italy because I don't speak Italian. I'd hire a guide.

Why ask? Americans are one of the few countries where people don't speak at least one other language and for the most part they are treated well. People come to the US? They are tourists and odds are even if they don't speak English (a rarity) they at least try to learn a few phrases. Something most americans do not.
NO!!!!! A tourist is someone that comes here from another nation to visit the USA. They do not intend to remain here. They do not intend to work here. They do not intend to go to school here. Why require them to speak english?

Airports are a common place for this problem, but most Americans are happy to help.

I don't get mad when they are just visiting. I get mad when they live here and refuse to learn English. I really can't stand it when Americans have to learn foreign languages just to have a job in their own country.What really kills me is when they are speaking their native tongue and look at me.
