Moving to the US from Canada?

I have a friend who currently lives in Canada, he wants to move to the USA. He actually wants to attend college in Cali, but first wants to come on a short-term 3 month or so stay to see if it is something he likes, explore the jobs, apts, an schools before making the move. he was told it would take 3 yrs to get his papers to move here even for 3 months; anyone know if this is true? anyone know what papers he needs or what he needs to do and how long it will take? thanks!
