If I was born in another country to American parents do I have duel citizenship?

My best friend was born in Germany on an army base to American parents in 1989. Her parents had to aply for citizenship when she was three. So I was wondering if she has duel citizenship or not?

My husband was born to American parents on an Air Force Base in Japan. He is American only. I believe the US only allows dual citizenship with Canada.

As far as I know you can only ever be 2 types of citizens at the same time. You can have the country where you were born (natural citizen) and you can have the country where you moved to.
the laws keep changing. military base is us property and considered US. you will have to check into that. she could have citizenship in both countries.
i'm pretty sure that the US doesn't allow duel citizenship for any circumstance.

YES! i am an ex-military brat and i had a little sister born in england and since she was born there she has duel citizenship but to keep that citizenship you must go back to the country before you turn eighteen because if you haven't been there they remove you from the records because you are from a military family and they only keep the records for a certain amount of time.
if born in another country then there should be a birth certificate made out in that country which means that YES your friend does have duel ctizenship.

Dual citizenship for an American born overseas, depends on the country. If the Mom was German and the Dad American, the child can hold dual citizenship until either 18 or 21 (not sure), then the child who is now an adult must decide. This may also be true in other countries.
Germany doesn't allow dual citizenship, once you are of age, so if she is of age, and is German, she isn't American.

If she isn't of age, if her parents file for birth of an American citizen abroad, then she can be.

Keep in mind that Citizenship doesn't work the same way for every country. The U.S., "England" (U.K.), Germany, etc. all have different ways of defining what constitutes a Citizen of their countries.

Virtually any person born in the United States is a Citizen--as is any person born to an American overseas who, at time of birth, had lived in the United States for 5 years, at least 2 of which were after the parent's 14th birthday. The definition changed in 1986, persons born abroad to American parents before that have to meet different requirements.

Unlike in the US, German Citizenship is NOT automatically granted at birth inside the country if neither parent is German. Since it was a U.S. base I'm sure this is particularly true even in countries that ordinarily do confer citizenship automatically by birth.

However, it is possible to have dual nationality, whether or not both countries recognize it. Some people could have three nationalities, or more, although it's rare.

For example, I was born in the U.S. to one American and one Canadian parent. I have Citizenship in both countries and carry two passports.
