No the application form asks for any uncancelled British passports to be declared. No mention of any other passports. But if you were born outside or you parents were born outside the country, you will have to declare this. They then may ask you if you hold any other passport, but not on the initial application. It will be to the discresion of the pasport office.
You can hold a U.K and Irish passport at the same time, you would state you had the Irish passport while applying.
