Your question suggests you changed status to H4 after entering in another status. To change from H4 to F1, I believe you file I-539, but the international student advisor at the college you will attend is the best resource. Note that you do not have to be F1 to be a student, you can go to college while in H4 status but you can't work in H4 status. If you want CPT/OPT, you would need to change to F1 and get an EAD for practical training/on-campus employment.
The first guy is correct. However, a change of status would be pretty difficult and time consuming. If you're planning to change to an F-1, I'd recommend going home, doing another visa interview and coming back. This will save you a lot of time and lowers your chance of denial.
