Well, you have opened up quite a Pandora's box with this question. One little know secret is that there is a good sized population of indigenous people (sort of like the American Indian population) in Mexico that are discriminated against by the government. These people tend to be of dark complexion and small stature. Many don't even speak Spanish but their own language.
Many are refused employment, refused schooling and have no rights at all. Many of these are being encouraged to migrate out of Mexico to America simply because Mexico does not want to deal with them.
Then there is the issue of government corruption fueled by powerful and rich drug cartels. The people do not trust the government officials, the police or the military.
Finally there are several radical movements that wish to take back Texas, Arizona, New Mexico and Southern California which they believe America stole from them.
These are only part of the reason Mexico is not only not doing anything to stop illegal migration to America but is even publishing maps and instructions on how to do it and distributing them in Mexico.

It isn't a problem for the Mexican government, therefore they could care less, it's a problem for the U.S. as it is a drain on our economy.
Once in the US, many illegals will send money back to their families in Mexico. Mexico is thus able to accumulate a lot of wealth within their nation from the illegals working in the US. At present, Mexico is the richest of the Latin American nations, and it is in no small part because of the money that many illegals are taking from America.
the mexican govt isn't doing anything b/c they don't care. the immigrants are actually helping the mexican govt by importing US dollars that are more valuable than the peso which helps their economy and hurts ours.
I don't think they give much of a care. Yes there is a immigration problem but the government of mexico has other things on its mind.

mexico is encouraging these people to leave, they are weeding out the ones they don't want or are criminals and they are coming across our borders!! if their home country doesn't want them why do we?
Well let's make this easy. If you could send out all of your poor people and didn't have to provide health care, educations, social services, law enforcement or any other services, but in return you got a influx of 50+ billion a year in tax free dollars to pump into your economy from sending these people else where, would you be in such an all fired hurry to change that program?
I keep hoping that when Mexico has a new election that they will elect someone who is really for the people but in all the years I have lived I haven't seen it yet. Their government is corrupt has been no matter who is supposedly in charge. They encourage people coming here as some have already said in answering your question. Mexico has potential to being a very wealthy country if ran right. It's too bad their leaders can't see beyond their own comforts.
The Government is not doing anything because the segment of the population adversely affected by this issue are the poor and to a larger extent the middle class. The people with money are saving a bundle on the cheap labor and want to keep this major resource. The lobbies are funded by large corporations and big money brokers that can afford to experiment with labor and union breaking. It is free money for the government who collects the tax before pay is issued and workers that have no ability to file because they are illegals.

Just mlike our economy benefits from mexican labor Mexico Benefits economically also. Mexicans make money Year and send it home to there families.
All Mexico can do is gain from America. It gets ludicrous amounts of money that funnels back into it's government, from drugs sold in this country. And since we have no real policy about illegals. Mexicans can work and live here tax free, and send money home to their families which feeds their economy. Our dollar is so much more valuable than theirs. They can work for very little here and it's still good money in Mexico. When it comes to America, Mexicans are very opportunistic. I am completely against the Mexicans being in America. Am I prejudiced when it comes to Mexicans...yes! Am I proud of this feeling...no. But it's true. It's the first group of people I have ever felt this way about. But, I don't think they have a right to stand on American soil. They take what they can from us, bring in gangs and crime a lot of violent and/or sex offenders and yet they expect to get what ever they want here. They dislike Americans but they want our country.
Money sent back to mexico from the United States is where most of their money comes from. 1 in 5 mexican citizens live in America which means mexico has less people to take care of and more money for the elites in the mexican government to keep for them selves.
They don't care.
