Would my friend who is half greek, half romanian need a visa to come to uk for a holiday?

The UK is park of the EU, so is Greece, and Romania entered the EU on 01/01/2007.
Any member of the EU can freely enter another EU member country with either a passport or legally recognised identity card.
no one need a visa to come on holiday in the UK... only to work or study.
What is his passport? If Greek, then no, if Romanian then yes (and he'll never get it).

what is his nationality? That's what determines whether one needs a visa or not.
