Animals are even smart enough not to have off-spring when the enviornment is stressed, and resources are scarce, yet we continue to have babies which they cannot afford to feed, cannot educate, and prepare for the world we live in.
Much easier to make a baby than to be a parent...

I am a bit curious as to why you asked this question in the immigration category.
It would be nice if everyone who had a child were prepared for it. But you forget, no matter if they are intending to have a child or not, humans enjoy "practicing", and many pregnancies are a result of birth control failure. The parents-to-be are shocked as anyone to find out they are expecting. So, requiring a license would mean that nobody did the deed unless they were trying to have a child.
And what do you do with this licensed person who decided not to have a child, but felt a bit randy and gave in to that need? They end up pregnant, aren't prepared. Does this license force an abortion? Not all people are pro-abortion. Yet I don't feel you or anyone has the right to say when people have sex or don't.
Some people who end up pregnant and they know they are not prepared, give that baby up for adoption, to parents who are ready and able to be parents and bring that joy to someone else's life.
I ask right back, what do you propose to do with an unborn child of a person who isn't ready to have a child, and who makes the decision for this license if they are ready or not?
Does that person decide the fate of the unborn child?

Parenting is serious business. Most people don't look into the needs of the child they're bringing inot the world and they overpopulate not knowing if they can even feed the children, to me that is the height of selfishness and stupidity.
You would think with all the sex education we have plus the stories of starvation/living hand to mouth the human race would realize the tragedy of having children when we are ill-equipped to care for them. Unfortunately we have many folks out there who are professional welfare recipients and keep having babies to receive assistance. You have women out there thinking having babies will endear their men to them and they will get married, unfortunately it usually works out he leaves and she ends up rearing the child alone. Nature has provided a woman with the ability of non drug induced birth control which is ovulation which can be predicted and during the egg release cycle all sexual activity is avoided. Again, it is only as accurate as the people practicing the method. In the animal kingdom it is true only the strong survive, mate and have progeny but in the human kingdom all people have the right to breed and propagate. Well that's my story and I am sticking to it.
