You need a very, very good job in the Philippines. I don't mean working at Jolly Bee either. You need something worth going back to. You need a letter from your boss stating that you are on leave or vacation and that your job is waiting when you come back.
A plus is if you own a house and lot, have substantial cash assets, own a car and have a spouse and children not traveling with you.
99% don't qualify.
The U.S. Embassy uses its own formula to determine the likelihood that you will "disappear" once you get into the United States and become an illegal alien. You are more likely to be given a visa if you have an advanced degree, have worked a number of years, have relatives in the U.S., if you are female, etc. It is a crazy system but then there are lots of people throughout the world who just goes to the United States and never leave. Being an illegal alien in the U.S. is much better than living legally in most places in the world.
The best way to get a visa is to be White. If not then you better have a lot of money and/or land/houses in your own country. It helps the government insure that they aren't letting in any poor who might try to work here to further themselves in life and it also insures that you will go back home where all your money & land is.
At least that has been my past experience in dealing with INS/ICE or whatever they are calling themselves today.
