How does a non-citizen apply for a Social Security Number (SSN) in the US?
if that's the case, how do i get a work permit or be eligible to work by the DHS?

SSN are just for citzens... what you want is a tax identification number... they will give you that if your a resident... legal or otherwise... so when you do your taxes thats what you put down.... and i believe thats what you put down when filling out applications when it asks for a SSN... if not... if you get your visa to legally work in the US FIRST... then they'll assign you a social...

Call Social Security and find out what is required. You may have to contact ICE or DHS if you don't have a work visa. I believe that is what is required to work here.

Please don't dip into my SS benefits. They are too small for Illegals to use part of them.
What visa did you come in on? If you have a green card I would think that you were given some number, that would probably be it but I would definitely talk with a lawyer to make sure things are done proper.
Why are you ineligible to work in the US? Are you in the country illegally?
If you are a legal immigrant, you can get a SSN or TIN from the DHS. They have an automated telephone service which gives you instructions.
