A lot depends upon the visa that your fiance is her working under. Typically, he will not be able to adjust status within the United States. However, he can obtain a K-1 visa, which is a fiance of a U.S. Citizen visa, exit the country at a port of entry and then immediately re-enter on that visa. However, the K-1 is only valid for 90 days so you have to be married within that time.
Now, as to your question about citizenship, after you are married he can become a Legally Admitted Permanent Resident alien (I-551 card). This will permit him to live and work in the United States. It does have an expiration but that is a formality and he only has to periodically file paperwork to get updated and a new expiration date. There is not requirement to become a U.S. Citizen if you are a LAPR but many people eventually choose to. If he doesn't want to though, he can continue on indefinitely as a LAPR but he will not have all the same rights as a citizen (for example, he can't vote.)
Adjusting and becoming a citizen or different types of status. But you say he wants to live here with you, then the K-1 is not an option because he is already here, if he arrived on a K-1 he would have to marry you within 90 days of arrival and then file for adjustment anytime after, but he would have to marry in the 90 day period. If he marries you while on his current visa and wants to live here then yes he would file to adjust his status with forms I-130, I-485 and other supporting and or optional forms. After adjusting his status it would be his choice he ever wants to apply for citizenship.

american citizenship is not offered to your fiance ..........you have some requirements to meet before becoming a citizen , nobody is going to make you take the nationality ...........
