The UPS Store is a notary public, as are most shops which sell passport photos. (There are a bunch down on Market Street.)
(You don't have to translate your passport because all Japanese passports have English translations on them. All they're asking for is a certified copy of your passport.)
Go to the Japanese Embassy for the English translation of your passport and have it certified thereat then file it with the IRS.
