There's no such thing as a dependent visa. Are you are attempting to immigrate as a child (under age 21) of a US citizen or US permanent resident?

In any case, you aren't going to get a visa by February. The wait (depending on the status of the person petitioning you and the country you are coming from) is from 5 to 15 years.
