Is it legal to do freelance work with my Student Visa, in the usa or uk.?

as a foreign student, I'm only allowed to work for a limited time, 20 hours per week or so.
But they don't mention anything about freelance work.

Answer:
If you have F1 visa, you can work on the campus part time(20 hours max.) during academy year. Full time when your are on summer vacation. That is the job doesn't interfere with your study, and you are a full time student with good grade.
IT'S ILLEGAL to work outside of your campus, or work more then your limited hours.
If there are severe economic hardship and you been here at least 1 year with F1 visa. If you are full time student with good grade. If you can demonstrate that employment won't interfere your study:
Fill out I-538 Section A
File I-765 with letter that explain your hardship and two copies of your photo. Pay the fee of $120.00 . If they approve your application, you will have 1 year permit to work in the US while you are a full time student.
They will mention it in deportation hearings.
Freelance work is included in the 20 hours per week that you are allowed to work. However if you do your freelance work and are paid in cash then there is no way of ever proving that you actually worked for more than 20 hours as it would be unreported income.
