No a Permanent Resident cannot file for a K-1 Fiance Visa, only USC Citizens are eligible.

You can however, marry her and file an I-130 Petition for Alien Resident, but be prepared to wait many years before she would be able to join you in the US (waiting time is currently about 5 years for spouses of Permanent Residents).
