How many times can a person from South of the US border renew a Tourist Visa when they only banked 3 thouand?

I know a man from Mexico who is still renewing his Tourist visa and at the time I spoke with him had been in the US 15 years, married and divorced with children, had a drivers license and still works here. He is paying child support at least he never applied for any other visa. Recently I have met a few women from Honduras who keep renewing their tourist visas and keep working here on them.

As long as that visa is valid for. Why do you care they are here LEGALLY!
