I'm glad your friend has a good support network and some Temporary Disability Insurance. Both the surgery and the chemotherapy are wicked.
Your friend was probably denied Supplemental Security Income (SSI) because the Social Security Administration (SSA) requires that one must be disabled enough to not be able to work for 12 months or more or is expected to die within that period. SSA calls work "earned income" of any amount above $900 in 2007. If she will be able to earn at least that amount within 12 months of the onset of her disability she is not eligible.
Depending on your friend's age, level of education, the job market, and her level of impairment, she may or may not be able to work after 12 months. My Aunt's double mastectomy caused a significant amount of paralysis in both of her arms. If your friend expects to not be able to work, she should appeal the SSI decision and provide more supporting evidence. Information on how to do this is on her decision letter. She can also call or go into an SSA Field Office to appeal.
I don't know where she lives so I can't make specific referrals, but I can recommend checking in with the state or county social services department to see if she's available for food stamps. She can also check with legal aid in her area if she needs assistance appealing her SSI claim. There may also be cancer support agencies that offer monetary, legal and physical support assistance.

You only receive Social Security Income, if you are totally disable, or if you are 67 years old.

ONCE SHE IS HEALED SHE CAN WORK. SHE DOESN'T DESERVE SSI. SHE MAY BE ABLE TO GET WORKMAN'S DISABILITY BUT ONLY IF SHE WAS WORKING. SSI IS SOCIAL SECURITY INSURANCE THAT IS USUALLY GIVEN TO THOSE THAT ARE PHYSICALLY UNABLE TO WORK OR MENTALLY UNABLE TO WORK.
SSI is for those that because of injury can not work.
While a serious surgery to be sure - such will not hinder them from working - meaning that they still have the use of both hands and feet and a thinking mind.
SSI is for those that have been seriously injured and no longer can work. Example - broken back, loss of the use of legs, arms, blindness. stroke that has left them mentally unable, etc.
Your friend has a short-term disability. Insurance companies sell short-term disability policies. I've got one that will pay me 66% of my normal income for up to 3 years if I'm too sick to work. It cost me about $80 a month.

I am very sorry to hear about your friend... I hope she recovers soon.. it is unfortunate about our country sometimes.. I'm a citizen, my family has been here since day one.. I have no family in any other country.. this is my country... and I've always worked.. I do have a small child and I had gotten laid off a while back... I had to live 4 months on unemployment which ended up being less than $500.00 every two weeks... I tried getting help from the government and they refused me because I was collecting unemployment, which wasn't enough to live off of.. if it wasn't for my family I probably would have been homeless and lost my kid...and yet people that don't work, have never worked, don't want to work, are illegal, amongst other things get assistance all the time... the system definitely needs to be reformed.. I do think we need to keep Government assistance because people do fall on hard times, but we need to make sure that people that deserve it get it.. and that need it get it..
