The other class pays it, thats us. There are now 2 classes in America, Upper and Lower, the middle is gone. If you are not a Politician or make $500k a year, you are part of the Lower Class.; The Lower Class pays for everything the Upper Class asks or wants. Ever heard of the French Revolution, same factors are involved now, time is ticking and the Elite are scrambling to move evrything offshore.

The federal government. While most of the losses are to the localities, the schools etc. That does create less incentive for the enforcement arm.
Air fare is NOTHING against education costs and the benefits they get. It costs $10,000 to educate one child for one year in Southern California, not counting construction costs for new schools. It doesn't cost half that to fly anywhere in the world.
