Is the wait really shorter for the marriage based GCs?

Hey everyone,

My boss and his wife got married in Aug '06 and she already got her permanent green card some two weeks ago!

Since then, a few other people have told me that the wait time on the process has been drastically shortened and that you don't get conditional visa first, you go straight to the permanent one.

I'd appreciate anyone who can help me understand this better. I'm not sure if some new legislature passed, or the process itself improved- if it is true and the waiting time is much shorter, what was it that caused it?

I do not know anything about it. As far as I know the process takes around 1 year and you should get the conditional residency
first. The same is written in USCIS website.
