OK, there are a few steps here. I’ve referenced most of this from the book British Citizenship Test: Study Guide more details http://www.lifeintheuk.net
1. Your friend must apply for a Right of Abode visa to allow him to enter the UK.
2. Once in the UK your friend will need to stay in the UK for at least three years.
3. After three years he will have to pass the Life in the UK test. This will allow him to apply for settlement in the UK.
4. Once he has been granted settlement (sometimes called indefinite leave to remain), the he will wait another year.
5. Having held this status for at least a year, he will then be able to apply for naturalisation.
6. If his application for naturalisation is accepted then he will be invited to become a citizen and will need to attend a citizenship ceremony.
7. After attending his citizenship ceremony, he will be presented with his naturalisation certification. He can then use this to apply for a British Passport.
8. Passport applications can take months, but eventually after doing all these steps, you should get a passport in the post.

He can live here he has a British Wife, he won't be able to get a British Passport I don't think but they won't deport him.

he can appy to the uk immigration department for one. he does not need a uk passport to live in the uk though. because his wife is british, he can live there on his american passport.

I'm not an expert, but, I would have thought there shouldn't be too much of a problem. I know a few people who have residency rights in the UK who aren't even European. Your friend is married to a British national and that should be enough to gain him residency after a bit of paperwork.
He would have to apply for a marriage visa and go through the selection process the same as everyone else.
After about a year he should get his 'permanent stay' visa and then he can follow the processes for citizenship and dual nationality if he wishes.
One word of caution...don't listen to ignorant racists who say it is easy...they are talking rubbish.

There is a really easy way. Simply get a one-way ticket to france, jump in the back of any old truck and get into the UK that way, once you're there, simply say your claiming Asylum (Like most Eastern Europeans do) and the English system will let you in - that simple!
A lot of Polish, Romanian, umm pretty much most countries round there do it.

I don't know why they would both want to come here when most people with any sense are leaving. I would if I had decent qualifications behind me.
