Is there any restriction or any requirements prior to Immigration Reform and Control Act (IRCA)?
I currently fall under a sub contract through a foreign country company that sponsor workers for this american company working overseas. Is there any way that they can absorb me as an american worker? but I have no idea about the labor law of the United States of America for the greencard holder like me. My manager told me that I can not be their employee because I am not holding american passport.

I wish I could answer you question, but it sounds like your employer is the only employer in the USA following the rules. I don't know enough about what kind of a green card you have to answer this. Does it have conditions? If so, what are they? You may want to go to USCIS.gov on this.
However, there may be non-immigration restrictions here as well. When you say you work in an American company that supports the army, would that be a US defense company like Boeing or Lockheed or Northrup? Because those companies often only hire US citizens because many of their projects require US citizens only - they develop confidential military equipment. In that case it MIGHT be a matter of finding a different employer, however, I don't know enough about your situation to say.
PS - It has nothing to do with IRCA except to the extent employers can be punished, even criminally, for illegally hiring people who don't have permission to work in the US.
