How long will it take if my parents file I-130 for my greencard?
should they wait for their citizenship and then file I-130 for me or they should have filed right after they got their permanent resident card?

I suggest that they file it now while waiting to become a permanent resident because you will first have to wait on the uscis service center to approve or deny the application then it will be forwarded to the national visa center to await a visa number to become available which will happen regardless if they are citizen or not because both categories us citizen filing for unmarried son 21+ or permanent resident filing for son 21 + are in a limited visa category. also if they file now as long as you remain unmarried when they become citizens they can upgrade the petition and make it go faster.
They can file right away; however it might few years before you get it.
Check the visa bulletin.
If your parents remain Green Card holders you are Priority 2B.
If they become US citizens you'll be in Priority 3.
