The social security administration at least used to have a pilot program where employers could attempt to verify SSN's.
The SSA or possible SBA should be able to help you with what will be required of you legally. You will have to complete I-9's from the Dept of Labor for each employee. Unless things have changed you are only required to make sure that your employees appear to be legitimate. You aren't required to be an immigration documents expert. Things would cause a problem are if Jose says this spring that his SSN is 123456789 and next year he says it is 987654321. Any reasonable person would know there is a problem if the same person gave youtwo different SSN's.
If you wanted to report a possibly illegal alien you should probably contact your local ICE (Immigration and Customs Enforcement) office. Don't expect someone to be at your do in 15 minutes though. They will take the information and try to verify it as best they can withing the constraints of manpower and other investigations they have going on. If they are investigating a human smuggling ring that will take precedence over a possible illegal alien.
All employers are required to check immigration status. You should ask each employee to see his original birth certificate, passport, or other immigration document showing he is legal. Also ask for a picture ID and to see his original social security card. If the names match up, you can be sure they are genuine. You are required to examine the original papers, but I would suggest you make copies for your records as well.
