What are the rules to be able to enter canada for a child born outside canada to Canadian permanent residents.

Answer:
Ok so you are permanent residents of Canada. That doesn't make you citizens of Canada. you take your kids with you but there is usually paperwork involved from an embassy.

You really don't have enough info on YOUR status for us to really answer the question.
You would have to apply to Immigration Canada. Once you are approved you could move to Canada and have landed immigrant status. You can get the applications forms online.
You don't provide enough info here. Are you the "child" or did you have the child? If the child is still a minor, I would imagine it is only a matter of adding the child to your permanent residency papers. If the child is an adult, I think the child has to apply for his own permanent residency.
