1. Not that many Iraqi refugees in Dubai. The vast majority are in Syria and Jordan.
2. Assume you're talking about an exit visa.
3. It's up to the Canadian government, not the UAE authorities, to grant visas to entrants.
4. If you are already in Dubai, for goodness sake, why would you want to leave? There is more opportunity for employment in Dubai than in the West, lower taxes, and everybody speaks Arabic.
