once the father becoming a us citizen, he can petition for his child to come to USA?
It won't - as long as he entered and is staying in the country legally, having a child in another country does not impact his application for US citizenship.

I t won't. Eventually he may petition his child to become a permanent resident in US then later on, a citizen. But if he has another wife in another country that's a different issue.
