What's this USAFIS green card lottery?
Answer:
Looks like a scam.
If you or someone you know is trying to get a green card - the right to live in the United States permanently - be on the lookout for unscrupulous websites, businesses and attorneys. They'll claim that, for a fee, they can make it easier to enter the U. S. State Department's annual Diversity Visa (DV) lottery (also known as the "green card lottery") or increase your chances of winning the DV lottery. The truth is that the huge fees they charge (often more than $300) are completely unnecessary, and only help make them rich!
Each year, the United States State Department conducts a lottery through its DV program to distribute applications for 50,000 immigrant visas. Winners of the lottery have a chance to apply for an immigrant visa, which can be used to enter the U. S. Winners are selected randomly, and there is no fee to enter the lottery. It is easy to enter online, and these business claiming to make it easier, are scamming you!
One example of this is www.USAFIS.org Below is an actual email received by a victim who paid them $ 191.00 USD for 4 years. While it does not appear as though USAFIS is breaking any laws, they are charging you for something that is free and easy to do without their help.

Go through the State Department web page, it is the official one. However, applications are done for this year, and you would need to wait until October. I think there is no cost unless you 'win' the lottery. Other sites charge.
As to what you can do, I'm not sure. Would you be retired or working? I mean, there is a lot to do over here, if you are just afraid you'd get bored....

If you get a visa this way you're free to do anything you like upon arrival in the United States.
For many, this is the only way they'll get a visa to the United States. The first requirement is that you live in a country that is part of the program.
For the DV-2008 lottery, natives of the following countries are not eligible to apply: Brazil, Canada, China (mainland born), Colombia, Dominican Republic, El Salvador, Haiti, India, Jamaica, Mexico, Pakistan, Peru, Philippines, Poland, Russia, South Korea, United Kingdom (except Northern Ireland) and its dependent territories, and Vietnam. Persons born in Hong Kong, Macau, and Taiwan are eligible. Applicants should check with the State Department to determine the ineligible countries for future DV lotteries.
There is no need to pay a service to prepare or submit an application for you. Contact your closest US embassy or consulate for free information, forms and filing information.
