Your child automaticallly has USA citizenship if you are a US citizen (with a few exceptions). Birth abraod are handled by the Dept of State through any embassy or consulate in the county that your child is born in. You should file for a Consular Report of Birth as soon as possible filling late (1 year or more) could mean that you have to take additional steps to prove that the child is really the one you are filling for.
You will need:
(1) an official record of the child’s foreign birth;
(2) evidence of the parent(s)’ U.S. citizenship (e.g., a certified birth certificate, current U.S.
passport, or Certificate of Naturalization or Citizenship);
(3) evidence of the parents’ marriage, if applicable; and
(4) affidavits of parent(s)’ residence and physical presence in the United States (--> generation 'rule': if you yourself have the US citizenship but never actually lived in the US or used your US citizenship you can not pass on you citizenship to your child).
The current filling fee is $ 65, the consular Report of Birth functions as proof of citizenship.

Take your passport and the baby's birth certificate to the US embassy or any US consulate. File a Report of Birth Abroad and pay the fee. In a few weeks you'll get a US passport, a certificate of citizenship and a social security card for the baby.

Because you are a US citizen your child will be a US citizen automatically. I'm not sure how it works as far as he/she being a Chinese citizen also.
