No it is no normal.
Technically the receipt notice is your priority date.
Please review carefully and if not satisfied, call Customer Service at USCIS. Number is on the receipt.
Of course, it wont have a priority date because it is not approved yet. So while waiting just go to USCIS website and check the status of your application using the receipt no.
