They may be considered bi-lingual, however they are not fluent in the language unless they can do all three.
bi means two. so youre right you cant be bi-lingual unless you can speak, write and read in a foreign language.
well if that is what you think then that is what you think thats why ask the question in the first place beside its up to the individual depends on what they want out of their new society and what their goals ambitions they may not like the culture their in and want to stay as close as to their roots as possible they maybe only interested in the living standards and money they came obtain in their new society
It depends on what level you want to get by. Best they don't sign any contract if they don't read and write the language!!
According to Webster´s Dictionary, someone who can speak 2 languages fluently is bilingual. It doesn´t say anything about writing or reading it.
I personally can´t fathom being able to speak a language without being able to read or write it. I had to see how Spanish was written in order to be able to learn it.

I mean I don't know what your particular topic is, but there are people in this country, white, Hispanic, whatever, who simply aren't literate, PERIOD.
Unfortunately, the ESL demographic, being more difficult to teach and surrounded often by people who aren't well educated, has more than its share of that issue, particularly in areas where the ESL demographic is more likely to drop out of school than other demographics.

Oh, that's the immersion vs bi-lingual education debate. I think immersion is better and California test scores have gone up since going to that. On the other hand, a lot of other money and programs have also been put in place for ESL (at the expense of programs for our own kids, of course) and it is hard to prove that it is JUST the move to immersion and away from bi-lingual education that raised the ESL student test scores.
Inconclusive evidence, I'm afraid.
BUT I hear from people in Texas that there are people who are able to get through the school system without speaking English due to bi-lingual education rather than English immersion, and that is NOT a problem I've noticed that we have here.
That isn't a scientific study, of course.
