You already asked about this. If it's important to you, why don't you ask him about what he's doing in the UK? It certainly sounds like he is an asylum-seeker, rather than one granted refugee status. If he came a long time ago, he may even have permission to work.
If there is no Immigration office in Halifax, his reporting restriction could specify a local police station instead - which is his good luck, they often make people travel long distances to sign. The signing is just a procedure to keep tabs on people until a decision is made. Sadly, the people that comply with the signing conditions are the ones most likely to be picked up and deported, if their claims are eventually refused.

Which part of Iraq is he from? The UKIS are at the moment not removing any failed Iraqi asylum-seekers to the South of Iraq due to the volatile security situation but if he is from the North (KAZ area like Arbil, Suleymania, Halabja) then he could be detained pending removal IF he doesn't have anything pending with the Home Office. Word of advice: Tell him to make a fresh claim for asylum. HO will sit on it for years to come and they can't remove him whilst the application is pending then make an application for Section 4 support... You didn't hear it from me though...LOL
