No, dual citizens can have a passport from each nation, but it's frowned upon, and only possible if both nations recognize (don't outlaw) dual citizenship. In reality though, this is pretty much the only way you're going to get another passprot legally, so 2 (or maybe 3 in an unusual circumstance) is the de facto limit. And obviously you can only have one from each country.

A positive thing about having several passports is that you can choose which one to use in order to get the lowest visa prices! They often differ depending on which country you come from.

There is no limit on the number of nationalities a person can have, although most people's live aren't complicated enough to go beyond two or three. I know a man who is Italian from his father, Swedish from his mother, Russian by birth and Canadian by naturalization. That's fairly unusual.

As for how many passports a person can have, that also depends. In the above example, my friend could (but doesn't) carry four passports; one from each country of which he is a citizen. If he worked for one of those various governments, he could also have an official and/or diplomatic passport in addition to his regular passport, giving him a total of five or six. Even a person with only one nationality who works for his government is entitled to two passports, tourist and diplomatic or official.
