The deal was reached in 2004 but never released publicly because it hasn't been submitted to Congress. The TREA Senior Citizens League, a Social Security advocacy group, recently obtained the document through a Freedom of Information Act, and said it confirms the group's worst fears.

The document is a jumble of definitions and legal language, but a spokesman for the group said what's important is what's not in the text: It does nothing to prevent undocumented aliens who later get legal status from receiving benefits for the time they worked illegally. And that comes as the Social Security system's finances are about to be put under greater strain by the retirement of baby boomers.

"If you open up the trust fund to people who have been working in the country illegally for many years, that bankruptcy date can only come sooner," spokesman Brad Phillips said. "People on the other side of this, people who have been arguing that of course illegal aliens can't get their hands on Social Security benefits, now can't make that argument easily anymore."

But Mark Lassiter, a spokesman for the Social Security Administration, said the agreement doesn't change U.S. law. The law states that those who do not have authorization to work will not get benefits under a totalization agreement.

Bush made a secret deal with the pres of Mexico to give older illegals soc. sec. benefits. He is selling out the country.
Bush finally turned over the deal he made with the Mexican Government in response to a law suit. He did this over the holidays when no one was as focussed on current events.

My understanding (from Investor's Daily) is that it will automatically go into effect if not struck down by Congress within 60 days. I hadn't seen that in the first article I read and assumed he had to bring it for approval, but perhaps he introduced it yesterday (I can't find anything official on what went in yesterday.)

In any event, I have written to my Senators to kill the bill, and recommend you do the same.

Note that similar provisions are currently in the Senate Immigration Bill, as well.
Katsulove's answer is correct...the one thing she didn't put in black & white is an illegal only has to work 9 quarters to receive benefits while Americans must work 40 quarters (altho most of us contribute at least 120 quarters)...this is for all benefits retirement, medicare, survivor (picture all the anchor babies) and disability!

sadly that's true.. While most of us have to work 10 or more years to have enough paid in to draw it.. They don't pay in anything PERIOD and can draw it.. When I needed my social security from disability It took me 4 years to qualify for it and I had worked 15 years on and off.. The immigrants will be able to get more ss than most Americans who have worked their whole life.. My mom gets ss/medicare but by the time she takes her medicare payments out, she can't pay bills ..she doesn't qualify for SSI and extra medical help.. she owns a house..(she's been trying to own one for 40 years and finally does ). So the illegals can come here and get FREE welfare, aid for school, and now ss benefits without ever having to pay in 1 dime...
Social Security is not a welfare program. No person gets Social Security benefits unless he or a worker who is a close relative has paid in to the system. (For example, a widow could get benefits based on the contributions of her husband or a child of a deceased parent who paid into the system could benefits while he is still in school.).

If a person is in the United States illegally, he can be deported; and if he repeatedly enters the U.S. illegally, he can be prosecuted criminally. - but there is no reason to confiscate his paid for pension benefits.

Laws like this one are designed to protect people who work in more than one country during their working years and who might otherwise fail to qualify for Social Security benefits from either country. These kinds of laws could could even protect you if you worked outside the United States. Maybe you can't imagine working in Mexico, but suppose you worked for 8 years in the U.S. and then married a Canadian and moved to Canada, where you worked for the rest of your working life. Wouldn't you feel entitled to some kind of prorated benefits from each country when it came time to retire? I don't know if we have a treaty like the one you have complained about with Canada, but we should.

The Social Security system is solvent. The real problem is that congress has borrowed all the money in the social security trust fund, (over two trillion dollars) - every penny of which came from FICA taxes on the wages of working people and congress has no plan in place to pay it back when it is needed to help fund the retirement of the baby boom generation. Borrowing from the trust fund has masked the true size of the federal budget deficit and has made it easier for President Bush to give tax cuts to the rich. Now he wants to find a way to avoid paying back the trust fund so that he can preserve those tax cuts.

Ilegal aliens are just a distraction from the real issue. Don't be fooled.
