Can dependants of an EU citizen who is exercising Treaty rights in UK live in Spain without the main Applicant

I have a client who is Venezuelan and her husband is Spanish. He is in the UK as a worker. His family members, i.e. his wife (client) and children would like to live in Spain without him. Is this possible under EU (NOT Spanish) law? All of them have 5 yrs EU residency in the UK.

Answer:
Surely it depends in any case on how the Spanish government interprets EU law. The first port of call for info would seem to be the Spanish embassy.

Another option to explore would be if she can obtain Spanish citizenship through her marriage, even though not resident in Spain - again depends on Spanish law.

As a last resort, could she work toward UK citizenship, which would of course allow her to live in Spain. I am thinking of ILR on the basis of the children completing seven years, if they can wait that long.
