Legal immigrants can.
Those that have broken the laws and entered this country illegally can not within Texas as of April 1, 1999. TDPS requires all foreign-born individuals to show proof of legal immigration status.
Using false Id's and paperwork - it can be done. But when found out (it may take time, but they always find out esp. with the finger printing they now do) several years in jail for falsification of gov. documents along with deportation after serving the jail time.
