any child born of united stated citizen parents is considered a natural born american citizen at birth no matter where you are born. the child is not considered a naturalized citizen but considered a natural born citizen. this happens a lot to parents who work abroad and have children. they are automatically american citizens and the parents just need to go to the american embassy in the country they are in and file the paperwork.

by the way, liebermann has dual citizenship (american and israeli) and he did run for vice president in the democratic ticket with gore. he is a natural born american citizen and also a citizen of israel!!

I think this would depend on why your parents were overseas at the time of your birth. If both parents are US citizens you would be a US citizen but able to have a dual citizenship paper since you also happen to be born in that country...but legally you could be considered an American. and only circumstances caused you to be born overseas....what that law is for is for parents who are citizens of another country and have a child there then the child moves to the states then comes here to become a citizen
