Does a person with refugee travel document need a visa to travel to Republic of Ireland?

Hi. My friend has a UK refugee travel document convention of 28 July 1951. On the document it says that he doesnt need a visa to travel Republic of Ireland. But when he tried to go there recently, although it was his forth visit, he was stopped at passport control and not allowed to eneter Dublin. The officer just told him that UK is not part of that agreement anymore. Is that true?
