If her job will transfer her, she can get an H1-B, US BCIS starts taking apps. for 2007 on Apr. 4, 2007. If she's a student, she can get a student visa, but those are temporary. There's always getting married, then she can stay and not have to change her citizenship. A couple I know that moved here within the last 14 months from Belgium with their 2 children, and although they are financially well-off, they made it priority #1 to have a 3rd child that would be born on US soil, the media calls them anchor babies, because the child can be considered a US citizen and they would not be forced to leave the US if the father's H1-B is ever revoked.

The US allows European countries to enter legally, with a Passport. It may take some time, for her to have a citizenship, maybe at least 3 years to be exact. But try finding info about immigration, it may answer your questions. The other way is that you have to be a U.S citizen, and you have to marry her to give her excess, to become one.
Dont expect anything easier since she is dutch. If you are a US Citizen - marriage is the only obvious way, unless she is a great scientist.
If she comes on VWP and overstays - she is in big troubles, even with marriage.

If you´re really serious about this girl the quickest way to get her into the US as a permanent resident would be via "Petition for Alien Fiance" Form I-129. I think it takes about 6 months to process and you must marry within 90 days of her arrival in the US.
