What's the use of a short chain link border fence when immigration gives unlimited border crossing cards?

When I went to Ciudad Juarez and walked back across the border I noticed thousands of people crossing the border with border crossing cards but less than half that many going back to Mexico with these cards? A naturalized citizen who drives a bus in El Paso told me that when El Paso wants more workers immigration which is both in El Paso connected to the consulate in Ciudad Juarez hands out more border crossing cards. Most do not go back and they go to work somewhere in the U.S. A border crossing card is not a work permit it is a very inexpensive temporary tourism permit. So why put up a fence when the consulates who have been caught many times stealing from their own systems are letting them in whenever El Paso wants cheap labor? If anyone believes that fence is going to keep anyone out when people who work in immigration do not check inside cabs of trucks or trunks of vehicles crossing the border which I witnessed what makes anyone think putting a border crossing fence up will help?

Answer:
That is just a reflection on the lack of intelligence of a greedy government and congress from what I can tell. If they put up a fence they need to secure everything else including immigration processes and also make it longer. They caught people in Miami who were from other countries who were Hispanic recieving Political Asylum recently. This was after 9-11. Why didn't they fire everyone in immigration? My friend said replace them all with National Guard and put them all of the borders not just Mexico with loaded weapons and razor wire instead of spending all this money in Iraq.
