There are a couple of ways you can go about it. You can get married in the USA, then he can remain in the USA while you return to Canada, while he applies for Permanent Resident (PR) status as a spouse from outside Canada. Or he can come to Canada as a visitor, marry you, then remain in Canada and apply for PR status as a spouse from within.
When he comes to Canada as a visitor, he can only bring what luggage a tourist would reasonably bring. He can not bring all his personal belongings to Canada until he receives his PR status. After he has been in Canada for 6 months, he'll have to apply to extend his stay until he receives his PR status. He may not be able to work while he's waiting for his PR.
The whole process can take 6-12 months. He'll have to pass a medical exam, have background clearances done, and pay the required fees.

he can denounce his US citizenship once he gets there and apply to become a canadian citizen for free (i believe) once he has done that. cant have 2 citizenships in canada though. if you get married here he should be able to stay there with you as well.
If, you have no anticipation residing in the U.S., I suggest you request information from an immigration (legal aid) attorney in Canada.

Well Im american and I married a Canadian. I got a visitors visa, got married here, and then immediately afterward applied for permanent residency. I just received my PR in November.(I dont know what the other person was talikng about when he said renouncing american citizenship...thats outrageous).
Its really a personal choice as to where you get married. You will need as visitors visa either way...Just be advised the processing time can take about 8 months . Good news is, that they reduced the right of permanent residence fee recently...
Getting married in Canada will make it much easier as you will have a canadian marriage certificate. If it were me..I would choose to get married in Canada. Can help speed up the process and make it easier.
