I am Mexican so I wish they could use it to improve the quality and skills of teachers, doctors and nurses, build schools, and improve the service in hospitals.
And make a campaign to teenagers and new couples about family planning because if they are poor (or maybe not but in the end they might be...) and have lots of kids they will not handle with financial situation so the kids will have a bad education and of course they are going to end like illegals in USA.
So with few kids, a good quality in education and health care they could have a career and stay in Mexico and maybe this country would not be so corrupt and poor.

Have those jobs create infrastructure in his country. not just consumables. If Infrastructure is created the "poor" could use it to also create wealth thereby also become consumers.
