Do you mean that an I-601 was denied? If so, that is done by USCIS, not by consular officers. While you might be eligible to request a waiver, the standards under which these are issued are extremely stringent, and very few are actually approved.
The US government has no interest in keeping families apart. It does, however, have an interest in upholding the immigration law as passed by Congress. If someone has violated that law, then certain other provisions apply, such as visa ineligibility, or inadmissibility, whether or not the violator has a US citizen spouse.

The gov't doesn't care if they keep families apart its all about money and control, and everyone else will support the gov't and these crooked policies because it doesn't effect them. The gov't probably prefers americans not marry outside their nationality anyway..

If she was denied a visa to the USA, well there is a logic reason for that. If you want to be reunited with her all you have to do is go back,, no body is holding you in the USA.. So don't say that our government is trying to keep families apart. You play by our rules or you will go back to your country. If I go to your country we had to play by your rules,,, why is it then that you people come to our country and you all want things your way or we are racist or trying to keep families apart?? If you come to the USA you follow our rules and laws, period.Good luck!!
