Reapplication for non-immigration?

my daughter did apply for immigration but she denied to come to US when she got visa

now she tried to apply for visit me (apply for non-immigration) would they accept her application
because she did reject to come to US before

Your daughter should also try to contact somebody from the US consulate in her country for specific information about her request.

If she was given a visa before it shows that she was qualified to receive it, so even if she did not use it for entry, it probably will not affect her second application.
