Actually any one can be benifitted from the HSMP scheme. Its not just open for professionally educated people but also to people who can contribute in the fields of Education, research etc. Broadly, any one who has a degree (graduation) can apply for the HSMP visa. He/She should only do it once the minimum score for an application to be made is acchieved.
But you are right in thinking that some times only people with certain qualifications get benifitted by the HSMP. This is for the simple reason that government of UK has access to it important statistics regarding shortage of resources in various trades and they keep changing the conditions of the HSMP according to the requirements to fill these positions.
This is also important factor in checking that the local resources are in healthy competition when allocating jobs. If you would remember Work permit scheme has these problems when it came to IT recruitment. Poeple from abroad came to UK in big numbers after getting WP. I guess with HSMP, WP will (i guess) be phased out slowly.

You can take up any work or do any business even if it is not in the same field / industry where you were employed before coming to the UK. You can even start work at a junior level.
You can undertake any work, for example it could be as an employee, a contract worker or on a self-employed basis or a combination of these.
