You cannot get a student visa, while you are in the states with a visitor visa. The best bet to get approved for the student visa is to go home on time, DO NOT OVERSTAY, it will get you banned for atleast a year for re-entry, and if you overstay and go for a greencard interview you will be banned ten years automatically. I saw so many people get kicked out for ten years when I went to my husbands immigration interview.
There are ways to work while here on a student visa, best bet is to call an immigration attny while the friend is still here and get the free consult most are stand up people and will tell you your chances.

F1 can only be applied for outside the US in your home country. You can work but it will be part-time AND on campus. Yes, you will pay for all your studies board and lodging.
The reason you can't work is because you are on a student visa. Not a work visa. If you can't afford to study without working, then you will not be allowed to enter at all. Same goes with the reason why you had to prove you were financially capable of supporting your present trip without having to work to get the B2 visa.**
Go back to your country and try again. Make sure when you come back, that you are legal. If not, stay there until you are!
A student visa allows you to work up to 20 hours with conditions, however, I doubt he would get it in time not to have to leave and if he overstays, he will not get it at all.
