Print the emails. Call your local police and report him. If not for your good, do it for the next 13 or 14 year old girl that will be saving from rape. Forget his visa status. It will take care of itself.
Are you aware that MSNBC has been doing a series on Pedophiles, and arranging for their arrest? That is just one idea for you to consider. There are State, County and City laws against such behavior... you might simply pick up the phone and call your local police, and report him... And, as one other answerer wrote, (name, I didn't check) save all the information from his IM's Emails, and websites visited, to a disk. Then, turn it over to the police. They'll do the rest. If, not, call or write your congressional representative, they have been doing extensive work on this issue.
First things first,this person deserves to go to jail. Inmates know very well how to deal with pedophiles. I guarantee He will dream of the day that he would be deported.

If you have evidence report him to the police or FBI, if he gets charge and is convicted of a crime like that he is out. There is no waiver for that.
Even if something got deleted on the computer,it is not totally gone,it leaves what I believe is called a ghost. The authorities will have no problem retrieving the evidence.
I might be able to help you in one aspect. I have no idea about the software program that you are talking about but I can give you some information about the immigration side of it.

He has been deported back to Jamaica. I also had a friend who went to Jamaica on a vacation and met a man and got married to him in Jamiaca and then she could not find work to stay down there with him, so she came back to America to get work. While she was gone, she found out the her husband cheated on her with another woman and the woman got pregnant. She called INS and they told her to call the US embassey in Jamiaca to report him. He was deined a visa.
You right you can not go to the police and report him unless you have evidence. The only thing you can do is maybe give his screen name to the state police and they maybe able to go online and see if they catch him. I live in Virginia and I know that they have a special team from the state police that sets up stings to get these nasty men. Try to see if you can get more snapshots, if he goes online again to talk to these young women then go directly to the police with the snapshots.

Contact your local Immigration and Customs Enforcement (ICE) office (these are the Special Agents who work with Customs and Border Protection). Let them know that you have a possible "Operation Predator" target and give them all the information that you have (i.e., Name, Address, Phone, Screen Names, etc.).
You can also contact your local/county/state Police but if they don't have an active internet child-crime investigatory group you might not get anywhere.
The FBI is also involved in tracking these bastards down but the Immigration violation will eventually be handled by ICE so you might as well just start there.

HOWEVER, as many have suggested you can take it to the police tell them your dilemmna and go from there. DEPORTATION IS NOT ALWAYS THE ANSWER TO REVENGE OR PAY-BACK OR WHATEVER IS GOING ON, because MANY of the illegals here have been deported several times...they just change their names and papers and double right back!
