Independent Task Force on North America, you will see that there is no plan to secure the boarders, hence no fascist regime. The master plan is to unite Canada, the United States and Mexico under one coalition entitled "The North American Union". This new Union will most likely have one figurehead. It remains to b e seen how that person will be chosen, but, you can bet it won't be by the people.
