I think you hit on something that is often overlooked. Not all countries (I'm speaking of many countries, not just Mexico, per say) have the same culture, ideals, and sense of civic duty as the U.S. We often expect people to value the ideals that we've been raised on, and their yardstick may just be different than ours. I think that the ones who legally immigrate here, and assimilate to the American way of life are the ones who get it, and understand what it is that makes us proud of our country, flaws and all.

Some do adapt. They come here legally, work, pay taxes, send their kids to school and help out in their community.
However, you said Illegals. IF they came here illegally there is nothing going to make them adapt to our laws. Those illegals need to be deported.
