Well, considering that it's a third-world nation with dilapidated infrastructure ... it most naturally does have an unpleasant smell.
Listen, we can sugar-coat it all we want, talk about Mexico's violent, undemocratic and tyrannical origins owed to the ruthless Spanish Conquistadores who raped it. We can excuse the current conditions as the "birth pangs" of democracy and/or a more civilized society. I like Mexico, and hope that it improves so that its poor, illiterate peasantry stops flooding into this country and soaking up services while depressing wages for tax-paying Americans. I'm an optimist - I think Mexico will improve.
But for now, Mexico stinks.

Yes, Mexico still has a serious sewage problem. In all border towns you will notice this, perhaps even before leaving the U.S., depending on the wind conditions. Unlike the U.S., Mexico does not really have a full free enterprise economic system, a fair legal system (the accused are "guilty" until proved innocent) or an open political system. Basic human needs in Mexico have a reverse priority of what we enjoy in the United States.
